Cities and municipalities are increasingly acting as international actors. They refer to norms of international law, cooperate with international organisations and establish cross-border networks among themselves, for example in the field of climate protection law. The question arises as to what extent the basic structures of the international legal order are being changed by these processes. Is it possible to speak of an urbanisation of international law?
