Ms Elisabeth Tuerk is Officer in Charge (OiC) of the Section on International Investment Agreements (IIAs) in UNCTAD's Division on Investment and Enterprise (DIAE). She leads the Section's work across three pillars of UNCTAD activities, encompassing research and analysis, capacity-building and consensus-building.

The IIA Section seeks to help developing countries to participate as effectively as possible in international investment rulemaking, with a view to strengthening the sustainable development dimension of IIAs. In 2012, the IIA Section was instrumental in the development of UNCTAD's Investment Policy Framework for Sustainable Development (IPFSD), which consolidates a comprehensive list of options, guidelines and support on how to shape modern investment policies.

Ms Tuerk conceptualizes the IIA Section's analytical and research work (including the Series on Issues in IIAs (Sequels) and the Series on International Investment Policies for Development) and coordinates the Section's contribution to other UNCTAD products, such as the joint UNCTAD/OECD monitoring of G20 countries' investment policy changes and the annual World Investment Report (WIR). Ms Tuerk also leads the Section's technical assistance and capacity-building work and the organization of IIA-related aspects of UNCTAD's intergovernmental events, in particular the biennial World Investment Forum (WIF).

In her previous UNCTAD assignment, Ms Tuerk worked as an Economic Affairs Officer at UNCTAD's Trade Negotiations and Commercial Diplomacy Branch (TNCDB) in UNCTAD's Division on International Trade in Goods and Services, and Commodities. In this function, she was engaged in policy analysis of and technical assistance for multilateral and regional trade negotiations, with a focus on trade in services.

Prior to joining UNCTAD, Ms Tuerk worked a staff attorney for the Trade and Investment Program of the Center for International Environmental Law (CIEL, Geneva, Switzerland). She holds a Magistra Degree in Law and a Magistra Degree in International Management from the Karl-Franzens University, Graz, Austria as well as a Masters Degree (MILE, Masters of International Law and Economics) from the World Trade Institute (WTI) in Bern, Switzerland.

Ms Tuerk is author or co-author of numerous articles on trade in services, investment and development. She has participated as a speaker in numerous academic and policy events on issues related to the interface between trade, investment and sustainable development. She also has extensive experience with training programs for policy makers and other stakeholders. Ms Tuerk is a national of Austria.
